Address by the Minister of Foreign Affairs of Georgia
International relations is currently undergoing fundamental changes. Both internal and external challenges to the rules-based international order are clearly at hand. There is also rising rivalry between open and closed, democratic and non-democratic societies. Simultaneously, when regional actors neglect international norms and law the biggest brunt is born by smaller nations. Threats emanating from non-state actors are also clear. Moreover, global challenges associated with the technological sphere, the economy, environmental protection and healthcare have more acutely become part and parcel of the international community’s agenda.
Georgia, as a sovereign member of said international community, plays its role in the aforementioned regard. This is precisely why it is fundamentally significant to observe and analyze developments on international, as well as regional and local levels, in order for Georgia to be able to adequately respond to difficulties and make best use of the available opportunities. I am delighted that this collection of analytical works acts as another step taken towards this goal.
The Georgian state and foreign policy have faced numerous challenges as they still do. The occupation of Georgian regions by Russia, and their recognition as independent states, along with the process of so called ‘borderisation’, have not deterred Georgia from aspiring to undergo Euro-Atlantic integration, as we remain loyal to the rules-based international order, which is founded upon the fundamental principles of international law, democracy, human rights, the rule of law and open society.
The Georgian state and public are on their irreversible path towards Europeanisation and development, which is the only way that the country can resolve its conflicts peacefully, ensuring security and prosperity for its citizens. Georgia is a responsible member of the international community, contributing to both global, as well as regional peace processes.
While making best use of available opportunities, such challenges can only be overcome via the means of employing a well-focused, informed, peaceful foreign policy in tune with national interests, which can only be achieved through bilateral and multilateral diplomacy based on knowledge and analytical skills. Therefore, supporting the development and continuous growth of analytical capabilities of our diplomats is among our top priorities.
I hope that this collection of analytical articles, compiling the deliberations of our diplomats on relevant issues for Georgia and the world, lays the foundations for professional discussion, solidifying our research and evidence-based decision-making process.
